The University of Algiers is a public institution endowed with a moral personality and with financial autonomy, and is subservient to the Ministry of Higher Education and Scientific Research.

 

The administrative organization of the University of Algiers has been successively provided for by the following legislation:

¨ Decree 83-544 of 24 September, 1983, defining the standard university statute; 

¨ Decree 84-209 of 18 August, 1984, relative to the organization and running of the University of Algiers;

¨ The Inter- Ministerial   Decision of 26 May, 1987 defining the administrative organization of the University;

¨ Decree 98-253 of 17 August, 1998, modifying and completing Decree 83-544 here above, particularly its article 23;

¨ Decree 98-382 of 02 December, 1998 modifying Decree 84-209 (18 August, 1984) on the especial status of the University;

¨ Executive Decree No. 01-264 of 18 September, 2001 amending and modifying Decree 84-209 relative to the organization and running of the University of Algiers.

¨ Executive Decree (03-279), issued on 23 August, 2003, redefining the missions of the University and the modalities of its organization and management. It provided for the structuring of each Algerian university.

¨ Executive Decree 09-342 of 6 Dhou El Kaada 1430 /5 October, 2009, 22 October, 2009 (J0URNAL OFFICIEL DE LA REPUBLIQUE ALGERIENNE NO. 61).

 

The constitutive bodies of the University provided for up to the latter Executive Decree have been:

¨ the board of administrators;

¨ the scientific council;

¨ The President’s office;

¨ The Faculties;

¨ the Institutes.

 

As per Decree 09-342 of 5 October, 2009, the number of Faculties becomes 3 and

The Institutes are transferred to other Universities created under the same Executive Decree.

It is advisable also to consult the University Orientation Law (a summary of which is included on this Site) issued on 04/14/1999. 

 The Central Bodies of the University of Algiers are currently as follows:

 

1) The Board of Administrators

This Board’s  mission as per Executive Decree 03-279 of 24 Joumada Ethani 1424/ 23 August, 2003, as amended and completed, is to discuss all matters related to the sound running of the University and to ensure the realization of its objectives.

The board is composed of the Minister of Higher Education and Scientific Research or his Representative, as Chairman of this body, of representatives of the various client sectors, and of the University officials.

The 09-342 Executive Decree providing for a new structure for the University of Algiers includes as client sector the representative of the Minister in Charge of Health and the representative of the Minister in Charge of Religious Affairs

It meets twice yearly (in ordinary session). The President of the University attends the meeting, enjoying a consultative vote and acts as secretary of this body.

 

2) The Scientific Council of the University

This Council, whose Chairman is the President of the University, includes the deputy-Presidents of the University, the Deans of the Faculties, the Presidents of the Scientific Councils of the Faculties, a representative of each Faculty’s teaching staff, chosen amongst the highest ranking, and the director of the University Library. Any person, whose competence is deemed by the President useful to the work of the Council, may be invited by him. 

 

This Council meets twice a year, in regular  session, and may meet in  an extraordinary session if summoned by the Minister of Higher Education, its Chairman, or at the request of the majority of its members as per need.

The Council issues recommendations and opinions on University teaching, research organization and issues, and scientific events.

It defines criteria for candidacy to the positions of Faculty deans and deputy-deans.

 

3) The President’s Office

The President’s Office, running under the authority of the President, is the prime mover of the University.

The President is assisted in his duties by three Deputy-Presidents, a Secretary General, and the Director of the Central University Library.

As per Executive Decree 09-342 of 6 Dhou El Kaada 1430/22 October, 2009, " the President of the University of Algiers remains in charge  of the pay of the staff transferred to the new Universities of Bouzareah and Dely Ibrahim ( see Historical Survey) and of the spending for the management and equipments of these two Universities up to December 31st, "

 

4) The Faculties

The seven Faculties of the University provided for by legislation up until the

09-342 Decree have been:

¨The Faculty of Economics and Management Sciences;

¨The Faculty of Letters and Languages;

¨The Faculty of Human and Social Sciences;

¨The Faculty of Islamic Sciences;

¨The Faculty of Medicine;

¨The Faculty of Political and Information Sciences;

¨The Law Faculty

Under the    09-342 Executive Decree, the University of Algiers is Constituted by 3 Faculties:

¨The Faculty of Law

¨The Faculty of Medicine

¨The Faculty of Islamic Sciences.  

The Faculty is a teaching and research unit of the University, devoted to science and learning. It is multidisciplinary. A  Faculty may be created as per need, contingent on the existence of a major specialty.  Its mission consists essentially of teaching and research activities, and of continuing education activities.

It is directed and managed   by a Dean, appointed by Executive Decree upon proposal by the Minister of Higher Education and Scientific Research among the highest ranking tenured teachers (professors or lecturers)

The Dean is assisted by the heads of departments, the financial, administrative and University Library officials, and the directors of research units (the latter in case of need).

The Faculty is composed of Departments, and coordinates the activities of the latter. It has a Faculty Library, with department branches.

 

The Faculty Council includes the Dean, the Chairman of the Faculty Scientific Council, the heads of departments, representatives of teaching, administrative and technical staff, as well as of students. The pedagogical, administrative and financial authorities, as well as faculty library officials, attend meetings with a consultative vote.

 

The Council’s tasks consist of studying and recording faculty development projects and activities, including teaching, scientific, and continuing education programmes, as well as working out the Faculty budget. It examines and proposes all projects submitted by its members, including the Dean, towards the improvement of the running of the Faculty of the Faculty and of its scientific and teaching activities.

 

The Scientific Council of the Faculty   issues opinions and recommendations pertaining to teaching and research contents, organization,   programmes and publications. It approves Magister and Doctorate memoir and thesis topics, juries, and the follow- up of this research and of overall pedagogical activities in the departments.

 

It evaluates the pedagogical and scientific balance sheets submitted by the Dean and overseas research units as per article 10 of Decree No. 83-455 of 23 July, 1983.

N.B The 09-342 Executive Decree restructuring the University of Algiers has made the latter consist of the three following Faculties:

-          The Faculty of Law,

-          The Faculty of Medicine,

-          The Faculty of Islamic Sciences.

5) The Institutes

The Institutes of the University of Algiers were established as per Executive Decree 03-279 of 08/23/2003 setting the specific rules governing the organisation and running of the Institutes.

An institute is a specialized training and research unit of the University, made up of departments, involved in undergraduate, and possibly post-graduate and continuing education teaching, as well as in research activities.

 

The Institute is endowed with an Institute Council and a Scientific Council, and ensures the coordination of the departments’ activities.

It has a library, composed of various sections

 

Each Department covers a branch of the cycle or specialty of the Institute.

A Faculty or Institute department may be created subject to the existence of a   branch, subject, or specialty, likely to fall within its purview. It has its own scientific Committee, operating under regulations set forth by the Ministry of Higher Education and Scientific Research, and whose function is to steer the department’s pedagogy, graduate programme and scientific activities.

 

The University of Algiers currently numbers two Institutes:

-          the Archaeology Institute  and

-          The Institute of Physical and Sports Education.

N.B.: The 09-342 Executive Decree places these Institutes under the aegis of the Universities of Bouzareah and Dely Ibrahim respectively.
